Add User To System¶

Add a new user to the system. The user will need default levels of access based on user roles

Scenario¶

1. Add new user
2. Add user details including
   1. email
   2. full name
   3. password
3. Apply default role

OR

1. Delegate to LDAP

Acceptance Criteria¶

1. Functionality limited to administrators
2. Access controlled through roles, not set individually for every user
3. User can logon to BioRails and view home page and global project
